In the first year, this scholarship offers 100 scholarships (4 million VND/scholarship) for middle and high school students from 13 provinces and cities in the Mekong Delta region.

The "Give wings to dream" scholarship program is held for 3 years with a total value of 19.3 billion VND.
Each year the program awards 100 scholarships to middle and high school students (4 million VND/scholarship). At the same time, 120 scholarships were awarded to students entering Van Hien University (VHU) and Binh Minh Saigon College (total value of 5.6 billion VND).
Particularly in 2024, it will be for students in 13 provinces and cities in the Mekong Delta. In the next two years, it is expected to be for the Southeast, Central and Central Highlands regions.
